Messrs. Titus, Naidoo and Wilson formed part of a national team tasked with the development of business plans for Water User Associations (WUAs). WAI led the team in the Northern Cape and were part of the teams for both Eastern Cape and KwaZulu Natal. These business plans are required by the National Water Act and incorporate financial, human resource, strategy, infrastructure, transformation, institutional and other components. The WUAs varied hugely in terms of size, design and context. Extensive consultation was required with WUA officials and board members, as well as the relevant Regional Offices of DWA.
