For this project, WAI were required to develop a comprehensive business case for a new grant to address the refurbishment of municipal water services infrastructure. This incorporated 4 volumes as follows:
Volume 1: Discussion Paper
Volume 2: Dipstick Study as the State of Operations and Maintenance of Water Services in South Africa Municipalities
Volume 3: Policy Document
Volume 4: Provincial Consultation Workshops
The work for Volume 2 required sampling, on a stratified basis, of practice in municipalities in all 9 provinces and then extrapolation of the national level. Volume 3 set out a draft policy for the administration, management, funding and implementation of the proposed grant. A series of workshops were held throughout the country, which a wide range of stakeholders attended. The purpose was to consult them on the draft proposals. The key output of this were captured in Volume 4.
