29 Nov Dingleton Resettlement Project

The relocation of an urban community in a small town in order to make way for the expansion of the Sishen Iron Ore mine. The resettlement project has been implemented according to a Resettlement Action Plan (RAP), which is based on the International Finance Corporation (IFC) Performance Standard 5 on Land Acquisition and Involuntary Resettlement. The project involves the successful negotiation of exchange agreements with over 300 private homeowners, +- 30 Business owners; Private Institutions and Government properties as well the provision of rental stock for those who did not own any property. The project also has to ensure that the livelihood of the relocated households is restored and to a degree improved.

Services provided by WAI staff:
Our staff member was seconded full time as the Community Relations Manager in the project to manage all relations with the impacted community with respect to resettlement. This included the management of the Resettlement Office proving a full time Help Desk; Implement and maintain a grievance mechanism; Develop and maintain a data-base of all the private homeowners. She gave specialist input into the preparation of “on-going protocols and procedures” relating to RAP implementation and ensured community participation through the election of community representatives for the Resettlement Working Group and the facilitation of monthly meetings. She managed the overall Internal Monitoring Protocol to ensure internal monitoring as per RAP. She also managed the relocation to the replacement properties, and followed the management of the defects management process and the livelihood improvement and monitoring process.
