This work focussed initially on a situational assessment, process design and stakeholder interaction and capacity building. Subsequently a formal Proposal (as required by the NWA) was written which incorporated institutional, organisational, financial, human resource, governance and technical components. This was developed throughout in a highly participative way with significant stakeholder input.

The scope included process design for the project, including identification of key workshops and milestones necessary in the development process, compilation of a situational analysis for each of the Water Management Areas and design of a format for the document and development of a number of drafts as the process progressed. Extensive interaction with the stakeholders was necessary via large workshops and meetings of the 3 Working Groups responsible for overseeing the drafting process. Extensive inputs were made in terms of the strategy, key activities, organisational design, budgets, staff, etc. of the proposed new organisations. Finalisation of the proposals was undertaken for submission to DWAF National and thereafter to the Minister.
