A key provision in the National Water Act of 1998 is for the establishment of Catchment Management Agencies and this project initiated the process for this Water Management Area. The process commenced with the development of a Situational Assessment and this was followed by an extensive stakeholder engagement process involving a number of workshops in different locations throughout the Eastern Cape. Subsequently the process moved on to development of the business case, in line with the requirements set out by National Treasury in line with the Public Finance Management Act. This was holistic, incorporating financial, strategic, governance, human resource, organizational, water quality and water quantity issues. A number of drafts were produced for use in the consultation process. WAI carried out desktop analysis in order to compile the Situational Assessment document and assisted with logistics for all the regional stakeholder workshops and Business Case Working Group workshops. WAI also developed and presented material at these. The company held meetings with staff of the Department of Water Affairs to ensure the smooth running of the process, and produced drafts of the Business Case for consultation. WAI were responsible for the development and analysis of the financial model to assess feasibility, tariff and subsidy implications.
